The river is still there.
Both of the spots we launched from are public. The Play Park in Pontiac and the McDowell bridge southeast of town are open to anyone with their own boat.
Wear a PFD, keep an eye out for deadfall, and check the level before you go — the Vermilion rearranges itself every spring.
